AFD Regional office for the Western Balkans
Arnaud Dauphin is the AFD Country Director of the Western Balkans regional office, based in
Belgrade. Prior to this, he was Deputy Director of AFD’s Mexico-Cuba-Central America regional office in Mexico City since 2019.
He was previously Senior Advisor to AFD’s Executive Vice President for Innovation, Strategy and Research, in charge of ensuring a full and swift integration of the French public technical cooperation agency “Expertise France” into the AFD Group.
Over the past ten years, Mr. Dauphin also participated, as a team leader and transport and mobility expert, in numerous urban development and transport projects supported by AFD in Asia, Africa and Latin America.
Prior to joining AFD, Mr. Dauphin worked for the European Investment Bank (EIB) in Luxembourg and the Asian Development Bank (ADB) in Manila.
Before ADB, he was Africa Executive Director for an international engineering company. He gained extensive project implementation experience, managing several large-scale metro and light rail construction project in Vietnam and Lithuania. Mr. Dauphin has over 20 years’ professional experience in sustainable development, local governments and transport. He is a graduate of the Paris Political Sciences Institute and holds an MBA from the Paris Management Institute.
